Chiayi Chief Prosecutor Clarifies Fine Line Between Administrative Convenience and Illicit Profiteering Safeguarding Green Energy and Steering Aquavoltaics Toward Stable Progress

Chief Prosecutor Tsai Tzung-Shi of the Chiayi District Prosecutors Office attended the "Integrity in Green Energy, Shared Prosperity through Transparency" Green Energy Forum today (7th), hosted by the Chiayi County Government at the Food Safety Building. The event was presided over by Deputy Magistrate Liu Pei-tung of Chiayi County, with distinguished guests in attendance including Hsu Chia-lung, Director of the Southern Regional Survey Team of the Agency Against Corruption, Ministry of Justice; Cheng An-tsang, Dean of the College of Hydrosphere Science at National Kaohsiung University of Science and Technology; Zhang Jian-cheng, Chief of the Fisheries Section of the Chiayi County Agriculture Department; and Lin Yu-zhi, Chief of the Industrial Development Section of the Economic Development Department. The forum brought together experts, scholars, and industry representatives from the public, private, and academic sectors to exchange knowledge on aquavoltaic farm planning, the disclosure of green energy installation information, and integrity supervision mechanisms, aiming to effectively build a mutual consensus.
Invited to the forum, Chief Prosecutor Tsai Tzung-Shi delivered a keynote speech titled "Green Energy: Distinguishing Administrative Convenience from Profiteering." Chief Prosecutor Tsai pointed out that in the process of promoting industrial development, key challenges jointly faced by public servants and operators include ensuring that farm planning complies with permitted agricultural uses, implementing aquaculture operations, and precisely navigating the boundary between "administrative convenience" and "illegal profiteering" in administrative procedures while balancing power generation and aquaculture benefits. To demonstrate a steadfast commitment to actively safeguarding the transparent and clean development of the green energy industry, the Office has mobilized regional law enforcement and regulatory authorities—including the police, investigation bureaus, anti-corruption agencies, environmental protection bureaus, the coast guard, national land management agencies, and state-owned enterprises—to establish the "Regional Liaison Platform for Combating Crimes Obstructing Green Energy Industry Development." This liaison platform convenes annual meetings and has formed a "Joint Inspection Team for the Green Energy Industry" to conduct regular or ad-hoc site visits to green energy and photovoltaic facilities within its jurisdiction. Through direct, face-to-face communication between prosecutors, police, investigators, anti-corruption personnel, and industry operators, the initiative promotes legal compliance and corporate integrity in the green energy sector.
Aligning with the Ministry of Justice's core policy objectives to combat illicit financial activities (black-gold corruption) and fraud, the Chiayi District Prosecutors Office continuously strengthens public awareness of integrity and anti-fraud measures through various channels. Chief Prosecutor Tsai Tzung-Shi has personally engaged with grassroots agencies to conduct briefings, leading the pledge to declare the Office’s zero-tolerance stance toward corruption and fraud, as well as its determination to vigorously prevent and investigate such offenses. If members of the public detect any suspected corruption or fraudulent crimes, they are urged to report them immediately to the prosecutors, police, investigation bureaus, or anti-corruption agencies, and to remain vigilant regarding government anti-fraud advocacy information. Together, the entire public can strive to enhance collective immunity against corruption and fraud.
