Chiayi District Prosecutors Office Partners with Bureau of Highways to Build a Strong Defense for Integrity in Public Engineering Special Session Analyzes the Legal Boundary Between "Convenience for the Public" and "Profiteering"

To implement integrity-based governance in public works and strengthen civil servants' understanding of professional ethics and legal regulations, the Taiwan Chiayi District Prosecutors Office, in collaboration with the Southern Region Highway Maintenance Engineering Branch of the Bureau of Highways (Ministry of Transportation and Communications), held an integrity seminar titled "2026 Bureau of Highways Integrity Navigation: Engineering Transparency and Integrity" this morning (the 9th) at the branch's training center.
The keynote session was delivered by Chiang Chin-hsing, Head Prosecutor of the Chiayi District Prosecutors Office. He provided an in-depth analysis of integrity risks within engineering practices, demonstrating the firm stance of the prosecution and administrative agencies in collaborating across sectors to safeguard the quality of public works and protect grassroots integrity.
Defining the Legal Line: Convenience vs. Profiteering
Speaking on the topic of "Integrity in Engineering," Head Prosecutor Chiang Chin-hsing provided a detailed explanation of the job challenges faced by grassroots engineering personnel. He emphasized that transparency in public works is the key to eliminating malpractice.
By analyzing real judicial cases, he clarified the legal boundaries between "providing convenience for the public" and "illegal profiteering" during the execution of public duties. He reminded civil servants that while enhancing efficiency and offering convenience, they must strictly adhere to statutory procedures to avoid breaking the law due to oversight or personal obligations. This ensures that transportation engineering budgets are utilized transparently and fairly for public infrastructure.
Expanding Awareness: Anti-Fraud and Administrative Neutrality
In addition to preventing engineering malpractice, this seminar integrated current key public safety priorities to broaden the knowledge of the participants:
