Taiwan Chiayi District Prosecutors Office Convenes Social Labor Supervision and Review Meeting Enhancing Management Efficiency and Strictly Regulating Social Labor Discipline and Operational Safety

To refine the execution efficiency of the social labor system and build consensus among various executing agencies, the Taiwan Chiayi District Prosecutors Office hosted a Social Labor Supervision and Review Meeting yesterday (June 5). The meeting focused on the implementation of legal discipline, operational safety, and the psychological defense mechanisms of frontline supervisors, aiming to comprehensively elevate the management quality across institutions within its jurisdiction.
In his opening remarks, Chief Prosecutor Tsai Tzung-Shi strictly pointed out that as an alternative to incarceration, social labor alleviates prison overcrowding and allows minor offenders to give back to their communities. He emphasized that all institutions must firmly uphold law enforcement standards, eliminate personal favors or lenient attendance marking, strictly prohibit drinking on duty, and actively prevent sexual harassment. Furthermore, regarding labor management, institutions must ensure a balanced workload, provide comprehensive safety equipment, and implement heatstroke prevention measures to guarantee that social labor is carried out in a safe and rigorous environment.
Subsequently, Chief Probation Officer Lin Tsung-tsai delivered an operational report, meticulously detailing core regulations regarding attendance discipline, occupational safety protection, and anomaly reporting to help institutions establish standardized management workflows. Head Prosecutor Chen Ting-wen and Chief of the Civil Service Ethics Office Tsai Chong-jheng followed with further guidance, reminding participating supervisors to maintain an objective and impartial stance when individuals performing social labor attempt to pull strings or seek leniency. They also emphasized the need to re-evaluate the safety protection of labor tasks and enhance managers' sensitivity to gender equality issues, ensuring that emergencies can be handled appropriately.
The highlight of the meeting was a keynote lecture titled "Psychological Defense Tactics for Frontline Social Labor Supervisors" delivered by Social Worker Chuang Wan-ting. She emphasized that supervisors are in fact "the on-site enforcement agents of state law" and shared three practical tips:

First, "Set Boundaries" by employing techniques that offer empathy before discussing regulations, thereby eliminating bargaining from individuals.

Second, "De-escalate Conflict" by adopting the "retreat, disconnect, and relocate" strategy in high-pressure situations to ensure personal safety.

Third, "Self-Care" by calling on colleagues to actively disconnect mentally after work to avoid the accumulation of vicarious trauma.
The Taiwan Chiayi District Prosecutors Office emphasized that through clear disciplinary advocacy and the sharing of practical defense tactics, this meeting not only strengthened the mutual cooperation between the Prosecutors Office and executing agencies but also fully empowered frontline management personnel. Moving forward, the Prosecutors Office will continue to strictly monitor the system, ensuring that the social labor program progresses steadily under the dual framework of "safety" and "discipline," thereby maximizing the value of both judicial rehabilitation and public welfare.
