Chiayi District Prosecutors Office and Chiayi Post Office Produce Personalized Anti‑Fraud Stamps — A Dual Strategy of Raising Awareness and Preventing Scams

In response to the widespread prevalence of fraud, the Chiayi District Prosecutors Office and the Chiayi Post Office jointly produced personalized stamps for anti‑fraud awareness. Through designing and distributing these items, they aim to enhance public ability to recognize scams and prevent victimization. Additionally, postal staff at service counters are prompted to be vigilant, showing concern and asking questions when encountering individuals who may be potential victims—thus actively stopping fraud incidents from occurring.
Once the personalized stamps were completed, Director Chen Yong‑Tsung of the Chiayi Post Office, along with Ethics Office Director Lin Hsuan‑Chu, Marketing Division Chief Liang Chin‑Wei, and Section Chief Ho Kuo‑Rong, visited the Prosecutors Office. They joined Chief Prosecutor Tsai Tsung‑Hsi, Prosecutor Hsieh Wen‑Chi, and Ethics Director Tsai Chung‑Cheng for a group photo. This institutional collaboration amplifies the effectiveness of anti‑fraud efforts.
Director Chen Yong‑Tsung reported that in 2023 (ROC 112), Chunghwa Post prevented 1,643 fraud cases, blocking losses totaling over NT$746 million. In 2024 (ROC 113), the number of prevented fraud cases grew to 2,281, with blocked losses reaching over NT$896 million. Chunghwa Post was awarded the “Financial Anti‑Fraud Model Award” in recognition of its determination and capability in preventing financial fraud. Recently, the Chiayi Post Office also intercepted a fraudulent fund withdrawal in the tens of millions of NT dollars—staff members, through persistent questioning and persuasion, successfully prevented a major incident.
Chief Prosecutor Tsai Tsung‑Hsi expressed gratitude for the post office’s dedication and urged postal personnel to collaborate closely with the Prosecutors Office in combating fraud. He advised that when handling transactions, staff should maintain high alertness and proactively educate the public about potential scams. If a customer’s large withdrawal purpose is unclear, their demeanor appears unnatural, or they reference investment using unknown private-sector apps, staff must promptly alert the police to intervene and prevent significant losses.
Chief Prosecutor Tsai emphasized that preventing one fraud attempt can not only block immediate losses—often hundreds of thousands—but potentially save victims from future losses amounting to millions. Stopping a scam can save a person and their family. He encouraged all personnel to uphold the spirit of serving others, using care, patience, and compassion to actively shield people from fraud.
The personalized anti‑fraud stamps feature local Chiayi scenic highlights, with the main image depicting the Chiayi District Prosecutors Office building. Anti‑fraud design elements include the Ministry of Justice’s cartoon character, awareness stickers, and a QR code linking to the Prosecutors Office’s anti‑fraud video page. Through visually appealing graphics and informative content, the stamps serve as collectible items that deepen scam awareness during appreciation and collection, thus enhancing the campaign’s impact.
