Prosecutor Visits Chiayi Prison to Strengthen Legal Awareness Serving the Public without Crossing the Line, Upholding the Bottom Line of Clean Governance

Going the extra mile for the public—is it warmhearted convenience or potentially stepping over the red line of unlawful profit-seeking (graft)? To help frontline staff carry out their duties with greater confidence, balancing administrative efficiency with legal boundaries, Prosecutor Yang Chi-chia of the Chiayi District Prosecutors Office was invited today (6th) to Chiayi Prison to conduct a legal education training session. The lecture focused on core issues such as "The Line Between Unlawful Profit-Seeking and Public Convenience" and the "Whistleblower Protection Act," using case analysis to establish clear legal boundaries for the staff.

Addressing the distinction between unlawful profit-seeking and public convenience, Prosecutor Yang pointed out that the true essence of integrity education is definitely not to make staff feel tied down or hesitant to act out of fear of breaking the law. Rather, it is to clearly explain the legal boundaries so everyone knows "what can be done and how to do it legally." This allows staff to serve the public with peace of mind and get things done effectively while upholding the legal bottom line.

In addition, to cultivate a healthy and transparent internal environment, the lecture comprehensively introduced the system and substance of the Whistleblower Protection Act, focusing on the practical operation and scope of legal immunity under the new law. Prosecutor Yang explained in detail the five core protection measures provided by the law—known as the "3 Protections, 1 Exemption, and 1 Reward" framework—which includes employment rights protection (prohibiting adverse actions), strict confidentiality of identity, personal safety protection, liability reduction or exemption, and whistleblower rewards, helping staff grasp the key aspects of whistleblower rights protection.

With the upcoming elections at the end of the year approaching, Prosecutor Yang urged: "True candidates win with integrity, not bribery!" and "Heavy bribes lead to heavy sentences!" He called on everyone to reject any form of quid pro quo exchanges and adhere to the principle that "reporting brings rewards, with guaranteed confidentiality and safety."
