Prosecutors of the Taiwan Chiayi District Prosecutors Office adhere strictly to the principles of administrative neutrality, objectivity, and fairness when investigating all election-related cases. Any un-named, unverified, or unevidenced insinuations of unlawful conduct that impair the fairness of an election will be firmly addressed by prosecutors, police, and investigators in accordance with the law to maintain a clean electoral environment.
Yesterday (the 26th), this Office received a formal complaint filed by Lin Yu-Ling, Chief of Minxiong Township, alleging that an anonymous campaign vehicle bearing the moniker "GTO" (Xiao Shang Ren) was roaming the district and broadcasting statements regarding "So Capable" (Na Mo Li Hai). This Office immediately directed a joint investigation team comprising the Chiayi County Station of the Ministry of Justice Investigation Bureau and the Minxiong Division of the Chiayi County Police Bureau. Upon investigation, the campaign vehicle driven by the defendant, surname Chen, failed to display a true name as required by law, and the matters advertised lacked concrete evidence, raising suspicion of violating the Civil Servants Election and Strike Act regarding intent to prevent a candidate's election. The task force lawfully arrested the relevant personnel and seized the vehicle used in the offense. Following re-interrogations, the prosecutor determined that detention was unnecessary and ordered release on bail set at NT$50,000.
This Office specifically emphasizes that during election periods, all public statements or distributions of campaign literature must comply with legal regulations and be attributed to a named responsible party. Members of the public or individuals from any sector holding evidence of criminal activity should file reports or complaints through legal channels with this Office or prosecutors, police, investigators, and ethics agencies. This Office will thoroughly investigate and ascertain the truth according to law. The public is strongly advised against engaging in illegal insinuations through unverified claims or anonymous literature to avoid legal liability.
