Chiayi District Prosecutors Office Concludes Investigation and Indicts Suspects for Detonating Explosives in Abandoned Campus

The prosecutor of this Office has concluded the investigation and filed a public indictment against the defendants, Yu-○-Yu (19 years old) and Chou-○-Hsu (20 years old), for their suspected involvement in manufacturing and detonating explosives. This case originated on April 3, 2026, at approximately 2:00 PM, when a citizen reported an explosion inside a building on an abandoned elementary school campus in Chiayi County. Attaching great importance to this case, Chief Prosecutor Tsai Tzung-Shi immediately designated Prosecutor Kuo Chih-Ming to direct the Zhuqi Division of the Chiayi County Police Bureau to conduct an in-depth investigation. Following meticulous evidence gathering, the police, executing an arrest warrant issued by Prosecutor Kuo on the following day (April 4), apprehended the two defendants. With their consent, a search was conducted, resulting in the on-site seizure of a large quantity of chemical raw materials and tools, including ammonium nitrate, aluminum powder, 20 detonators, 21 fuses, the explosive ETN, and electronic scales. Following interrogation, the prosecutor determined that the suspicion against the two defendants was grave and that there was a risk of repeated commission of the same offense. Consequently, a motion for detention and prohibition of visitation was filed with the Taiwan Chiayi District Court and subsequently granted. Following an intensive investigation, a public indictment was officially filed on May 25 of the same year.

The investigation revealed that Yu-○-Yu and Chou-○-Hsu, both college students, conspired to commit the crimes. Yu purchased detonators and black powder, while Chou acquired ammonium nitrate and diesel. In a dormitory of a national university and their respective residences, they mixed the raw materials proportionally to manufacture a lethal explosive commonly known as "Ammonal." Between December 2025 and April 2026, they detonated the explosives a total of six times at a vacant lot near a beach in Kaohsiung City, a vacant lot in Chiayi County, and inside the abandoned elementary school campus. Notably, the sixth detonation on April 3, 2026, inside a classroom of the abandoned elementary school in Zhuqi Township, Chiayi County, caused the main structure of the school building to bend outward and rendered it useless, posing a grave threat to public safety, lives, and bodily integrity. The actions of the two defendants constitute the crime of manufacturing explosives under the Controlling Guns, Ammunition and Knives Act, as well as the crime of intentionally destroying a building owned by another person where no person is currently present by means of explosives under the Criminal Code. The six counts of manufacturing offenses should be punished separately and concurrently. Considering that their conduct caused public panic and severe danger, the court is requested to sentence the defendants to 7 years and 6 months of imprisonment for each offense.

The Chief Prosecutor of this Office solemnly urges young students never to privately formulate or manufacture explosives out of curiosity based on internet information. These types of chemical raw materials are extremely unstable; manufacturing or storing them in dormitories or residential homes is tantamount to keeping a mobile bomb that could detonate at any moment, threatening not only their own lives but also gravely endangering the innocent public. Campuses are meant to be sanctuaries of safety, and acts endangering public safety will not be tolerated. This Office maintains a "zero tolerance" law enforcement stance against the illegal manufacture and possession of controlled ammunition, and will resolutely investigate and swiftly prosecute such unlawful acts to safeguard campus security and social order.
