Chiayi District Prosecutors Office Partners with Cross-Agency and Green Energy Sectors to Combat Crimes Against Green Energy, Sustaining Sustainable Green Energy Development

To implement the government's energy transition policy and strengthen integrity management and rule of law concepts within the green energy sector, the Taiwan Chiayi District Prosecutors Office (CYDPO) held the "2026 Liaison Platform Meeting on Combating Crimes Impeding the Development of the Green Energy Industry" and the "2026 Green Energy Corporate Forum" on the morning of May 26 at the Chiayi District Office of Taiwan Power Company (Taipower).

The event gathered central and local government agencies, representatives from the green energy industry, and judicial, police, investigation, and anti-corruption units. Together, they formulated strategies to combat green energy-related crimes and deepened corporate legal compliance awareness, demonstrating a collective determination among prosecutors, police, investigators, anti-corruption personnel, administrative agencies, and private operators to safeguard the sound development of the green energy industry.

Morning Session: Liaison Platform Meeting

The morning session kicked off with the "2026 Liaison Platform Meeting on Combating Crimes Impeding the Development of the Green Energy Industry." It was chaired by Chief Prosecutor Tsai Tzung-Shi of the Chiayi District Prosecutors Office, alongside Director Hsu Chia-lung of the Southern Regional Operations Office of the Agency Against Corruption (AAC), Ministry of Justice, and Head Prosecutor Chen Ding-wen of the CYDPO.

The meeting brought together key representatives from within the jurisdiction, including:

  • Green energy, environmental protection, and ethics departments of local county and city governments.

  • Police departments.

  • The Chiayi County and City Investigation Stations of the Investigation Bureau, Ministry of Justice.

  • The Southern Regional Operations Office of the AAC, Ministry of Justice.

  • The Southern Regional Environmental Management Center of the Environmental Management Administration, Ministry of Environment.

  • The Chiayi County and City Specialized Operation Brigades of the National Immigration Agency, Ministry of the Interior.

  • The Chiayi Investigation Flotilla of the Investigation Branch, Coast Guard Administration, Ocean Affairs Council.

  • The Renewable Energy Department and Chiayi District Office of Taipower under the Ministry of Economic Affairs.

During the session, Head Prosecutor Chen Ding-wen delivered a report titled "Experience Sharing on Combating Crimes Impeding Green Energy." Drawing from recent practical experience in investigating offenses against green energy development, he analyzed illegal patterns and key enforcement targets. These included illicit profit-funneling under the guise of green energy development and violent interference in engineering projects. He emphasized that prosecutorial bodies will continue to utilize cross-agency cooperation models to obtain real-time intelligence and swiftly crack down on illegal activities to maintain normal order in the green energy sector.

Representatives from participating agencies also held panel discussions on joint investigation, horizontal liaison, and information sharing within the liaison platform. Through cross-agency exchanges, they forged an enforcement consensus and strengthened reporting and coordination mechanisms to enhance overall enforcement efficiency. During the comprehensive panel discussion, agencies raised suggestions regarding practical implementation challenges and discussed subsequent improvement measures.

Afternoon Session: Green Energy Corporate Forum

Following the platform meeting, the "2026 Green Energy Corporate Forum" invited local green energy operators in Chiayi to attend. Taipower's Chiayi District Office delivered a report on "The Results of Photovoltaic and Energy Storage Promotion," explaining the current progress, policy directions, and future plans for renewable energy and energy storage construction in the Chiayi area, aiming to enhance businesses' understanding of the government’s green energy vision and achievements.

Additionally, Prosecutor Li Cai-qi of the CYDPO conducted a legal awareness presentation titled "Green Energy: Distinguishing Between Facilitating Public Convenience and Seeking Illegal Profits." Through case analyses, she clarified the difference between civil servants acting in accordance with the law and the statutory elements of the crime of seeking illegal profits. This helped businesses and related personnel build correct understanding, avoiding accidental law violations due to legal misunderstandings, while boosting administrative efficiency and corporate investment confidence to foster a clean and transparent green energy development environment.

A Joint Resolve for the Future

During the final panel discussion, Chief Prosecutor Tsai Tzung-Shi stated that the green energy industry is a vital national policy direction crucial to energy security and sustainable development. Any criminal act impeding its normal growth affects major national infrastructure and the public interest.

The Chiayi District Prosecutors Office will continue to unite the forces of the police, investigation, anti-corruption, and administrative agencies to strengthen cross-domain cooperation, integrate intelligence, and proactively investigate illegal activities. Concurrently, through legal awareness campaigns and corporate exchanges, the office aims to help businesses establish compliance concepts, shaping a clean, transparent, and secure investment environment for green energy.

Furthermore, as election season approaches, prosecutors will ramp up anti-bribe-buying campaigns and rigorously investigate illegal activities such as money, violence, and disinformation interfering with elections. This ensures a fair, just, and clean electoral environment, safeguards the core values of democracy and the rule of law, and encourages citizens to boldly report bribery to collectively foster a clean political atmosphere.
