Chiayi District Prosecutors Office Investigates Serial Random Sexual Harassment of Multiple Women by a Motorcyclist; Detention Motion Granted for Defendant Hsu

The Chiayi District Prosecutors Office (CDPO) was notified yesterday (the 21st) by the Women and Children Protection Squad of the Chiayi City Police Department regarding a series of sexual harassment incidents in Chiayi City. A male stranger riding a scooter had randomly targeted multiple female victims under the pretext of asking for directions. Attaching great importance to this matter, the CDPO immediately assigned Prosecutor Chen Rui-ming from the Women and Children Protection Task Force to direct the investigation.
The task force swiftly reviewed surveillance footage, identified the perpetrator as a male surnamed Hsu (born in 1961), and requested the assistance of the Shuisang Division of the Chiayi County Police Department to intercept him. Hsu was promptly notified to report for questioning. Following an interrogation by Prosecutor Chen, it was determined that between 10:30 AM and 12:30 PM on May 21, 2026, the defendant had randomly targeted five female strangers across various locations, including Taibao City (Chiayi County), the intersection of Xinsheng Road and Jiabei Street (East District, Chiayi City), in front of Chiayi Commercial High School on Zhongshan Road, the intersection of Beigang Road and Baofu 1st Road (West District), and Zhuzijiao. Under the guise of approaching them, the defendant abruptly reached out to touch the victims’ breasts, buttocks, backs, and thighs, while making sexually suggestive and provocative remarks. The defendant's conduct constitutes a severe suspicion of committing sexual harassment under Article 25, Paragraph 1 of the Sexual Harassment Prevention Act, leading to his immediate arrest in court.
The prosecutor evaluated that the defendant had repeatedly subjected multiple innocent women to physical and verbal sexual harassment within the span of just a few hours, demonstrating a substantial risk of committing the same offense repeatedly. If not detained, the general public would inevitably face continued risk of victimization, establishing both the grounds and necessity for detention. Accordingly, a motion for detention was filed with the Taiwan Chiayi District Court in accordance with the law, and the Court granted the ruling to detain the defendant today (the 22nd).
The CDPO maintains a zero-tolerance policy regarding the protection of women and children and the maintenance of public order. In response to random offenses that infringe upon the rights and safety of women and children, this Office will rigorously, swiftly, and meticulously gather evidence, pursuing investigations to the fullest extent of the law to guarantee the safety of the general public in transit.
