Chiayi District Prosecutors Office Chief Prosecutor Tsai Tzung-Shi Personally Visits Chiayi City Police Department’s First and Second Precincts to Impart Investigation Laws and Techniques, Building Consensus to Deepen Offense-Against-Election Investigation Capabilities

To prepare for the 2026 local public officials election investigation work, this Office has previously launched comprehensive pre-period preparation strategies. To enhance the investigative capabilities of frontline judicial police and to implement the planning of subsequent actions and schedules, Chief Prosecutor Tsai Tzung-Shi of this Office personally visited the First and Second Precincts of the Chiayi City Government Police Department today (19th) to deliver a keynote presentation on vote-buying investigation laws and techniques to all judicial police colleagues.

In accordance with the election investigation strategy planned by this Office, Chief Prosecutor Tsai Tzung-Shi personally led the team for this presentation regarding the phased pre-period preparations of the First and Second Precincts of the Chiayi City Government Police Department within the jurisdiction. The precinct chiefs, criminal investigation captains, chiefs of various police stations, and investigative personnel from each respective precinct were invited to participate. During the meeting, in addition to conducting an in-depth analysis of the election situation within the jurisdiction, thorough discussions were held regarding pre-period informant deployment (undercover planting), control over high-risk targets, real-time intelligence sharing, and cross-agency cooperation. This early gathering of consensus between the prosecutors and police serves as a solid pre-period preparation for the investigation of offenses against elections.

During the presentation, Chief Prosecutor Tsai combined theory with practice, personally guiding the participating colleagues to refine their investigation techniques for election offense cases. In addition to introducing various new types of illegal methods used to interfere with elections in depth, he precisely analyzed the constitutive requirements of various election offenses, the latest views in judicial practice, and the practical "know-how" of criminal investigations. This assists participating police colleagues in accurately grasping the direction of investigations, as well as the key points of evidence collection during searches, seizures, and interrogations, making the most thorough preparations to prevent money, violence, gambling rings, and foreign forces from interfering in the year-end election.

The Ministry of Justice has promulgated the "Guidelines for the 2026 Local Public Officials Election Investigation Work," pointing out four key tasks for the year-end election: strictly investigating vote-buying and violence, severing election gambling rings, blocking false information interference, and cutting off foreign forces' intervention in elections. This Office strictly abides by the guidance of the aforementioned guidelines, continuously promoting various investigation actions and prosecutor-police cooperation, while appealing to the public to jointly protect the clean election culture in the Chiayi area.
