CYDPO Indicts "Little Bee" Mobile Drug Trafficking Syndicate Severing Delivery Chains to Safeguard Community Security

Chiayi, Taiwan – Under the direction of the Chiayi District Prosecutors Office (CYDPO), the Yunlin Reconnaissance and Prosecution Task Force of the Coast Guard Administration (CGA) and the Zhongpu Branch of the Chiayi County Police Bureau collaborated to investigate a drug trafficking ring involving defendants surnamed Chen and Zhang. Following prolonged surveillance and evidence collection, a court-authorized search warrant was executed in January 2026. The operation resulted in the arrest of both Chen and Zhang, alongside the seizure of over 20 bags of Category III controlled substance Ketamine, more than 60 "toxic coffee packages" (containing Cathinone), and vehicles used in the commission of the crimes. The investigation has concluded, and formal indictments have been filed.

To evade detection, defendants Chen and Zhang converted private vehicles into "Drug Trafficking Little Bees," operating a highly mobile, 24-hour on-call delivery model throughout the Chiayi region. The duo alternated driving duties and arranged meetings with buyers at designated locations, employing a "drive-thru" transaction method—never exiting the vehicle and exchanging goods through the window—while establishing multiple "breakpoints" to increase the difficulty of law enforcement surveillance. The actions of Chen and Zhang constitute suspected violations of the Statute for Prevention of Drug Hazards for the sale of controlled substances.

Chief Prosecutor Tsai Tzung-Shi emphasizes that both Ketamine and Cathinone are strictly regulated substances; prolonged use causes severe damage to the cardiovascular and nervous systems. The CYDPO maintains a "zero-tolerance" policy toward all drug-related crimes and will continue to uphold the principle of "tracing the source and severing the roots." By integrating the efforts of police and Coast Guard units, the office remains committed to cutting off the drug supply chain, demonstrating its resolve to maintain public order and protect the physical and mental health of the nation's citizens.
