Whistleblowing Without Fear: Chiayi District Prosecutors Office Joins Forces with Finance and Taxation Bureau to Explain the "Protective Umbrella" for Whistleblowers

In response to international trends in political transparency and integrity governance, and to deepen civil servants' understanding of anti-corruption regulations, Prosecutor Chen Yu-feng of the Chiayi District Prosecutors Office visited the Finance and Taxation Bureau of Chiayi County yesterday afternoon (the 26th) to deliver a specialized lecture titled "Analysis of the New Whistleblower Protection Act." Xiao Jun-ming, Director of the Finance and Taxation Bureau, stated that the lecture aimed to ensure that front-line colleagues can act boldly and fulfill their duties under a comprehensive legal "protective umbrella" while performing their administrative tasks, thereby maintaining the clean image of government agencies.

The Core Values: Justice is Not Alone

The core value of the Whistleblower Protection Act lies in the principle that "justice is not alone." The original intent of the legislation is to break the negative cycle where whistleblowers are often labeled as "traitors" and to transform internal supervision into a driving force for organizational progress.

During the lecture, Prosecutor Chen pointed out several key features of the new law:

  • Absolute Confidentiality: Implements strict protection of the whistleblower’s identity and personal information.

  • Workplace Protection: Prohibits "adverse personnel measures." If a civil servant faces transfer, demotion, salary cuts, or any form of administrative disadvantage due to whistleblowing, the law provides legal remedies and reinstatement guarantees.

  • Structured Reporting Channels: Encourages whistleblowers to first report through internal systems (such as the Government Ethics office). However, they may also report to judicial authorities or the Control Yuan. In cases involving major or emergency public hazards, protections still apply when reporting to the media or public interest organizations.

  • Leniency for Complicity: Notably, the law stipulates that if a whistleblower is involved in a joint crime, their criminal liability may be reduced or exempted depending on the circumstances. This reflects the "public interest first" principle, using institutional incentives to encourage individuals to return to the right path and assist law enforcement in dismantling structural corruption from the source.


Integrity Extends to Fraud Prevention

Given the recent surge in fraud-related crimes, the spirit of integrity must extend to personal protection in daily life. The Chiayi District Prosecutors Office urges the public to implement the Three Principles of Anti-Fraud:

  1. Do Not Invest in unfamiliar schemes.

  2. Do Not Add strangers as friends on social media.

  3. Immediately Call 165 (the anti-fraud hotline) if you encounter suspicious activities.

Through public-private collaboration, we can build a solid defense line for both administrative integrity and fraud prevention.
