Chiayi District Prosecutors Office Investigates Fatal DUI and Hit-and-Run Case: Detention Approved to Safeguard Public Safety and Justice

On the afternoon of February 7, 2026, the Chiayi District Prosecutors Office (hereinafter "the Office") received a report from the Zhongpu Division of the Chiayi County Police Bureau. At approximately 4:47 AM that morning, a fatal accident occurred on Highway 18 in Homei Village, Zhongpu Township, Chiayi County. A passenger vehicle rear-ended a motorcyclist, resulting in the rider's death. The driver failed to remain at the scene to provide medical assistance and fled immediately. Subsequently, another motorcycle collided with the debris, resulting in additional injuries.

Prosecutor Lin Jin-feng was assigned to lead the investigation. The Prosecutor directed police forces to conduct forensic scene analysis, review surveillance footage, impound the offending vehicle, and issue an arrest warrant for the defendant. The defendant, surnamed Huang, was taken into custody and administered a breathalyzer test, which confirmed suspicions of DUI (Driving Under the Influence) causing death and hit-and-run.

The defendant was escorted to the Office by police later that evening. Following interrogation, Prosecutor Lin determined that Huang is heavily suspected of committing crimes under Article 185-3, Paragraph 2 and Paragraph 1, Item 1 of the Criminal Code (DUI causing death), and Article 185-4, Paragraph 1 (Hit-and-run resulting in death).

Given that the defendant faces a minimum sentence of three years of imprisonment and significant civil liability, and considering his immediate flight from the scene, the Office concluded there is a substantial risk of flight to evade legal responsibilities. To ensure the integrity of the investigation, trial, and execution of the sentence, the Office filed a motion for detention with the Chiayi District Court at 7:00 PM. The court granted the motion at approximately 10:00 PM that same night.

The Office maintains a strict "Zero Tolerance for Drunk Driving" policy. In this case, the defendant’s actions caused one death and one injury. We will continue to strictly enforce the law and ensure judicial accountability. Simultaneously, the Office has coordinated with the Chiayi Branch of the Association for Victims Support to initiate care mechanisms, providing psychological support and necessary assistance to the victim’s family. This reflects our commitment to a "gentle justice" that is warm and humane while safeguarding public safety and the lives of our citizens.
