Chiayi District Prosecutors Office Concludes Investigation and Indicts Case Involving Class 3 Drug Manufacturing Factory

Severing the Supply at its Source: Seizing Drugs to Protect the Nation

The Chiayi District Prosecutors Office (CDPO) Prosecutor Chang Chien-chiang coordinated a joint operation with the Yunlin Investigative Team of the Coast Guard Administration (CGA), the Detective Division, and the 6th Precinct of the Taichung City Police Department. The investigation targeted a Class 3 drug manufacturing factory (Ketamine) operated by the defendant Huang ○-yi (male, born 1997) and others.

Following months of intensive surveillance and tracking, law enforcement executed search warrants issued by the Chiayi District Court and arrest warrants issued by Prosecutor Chang on April 6, 2025. The operation resulted in the arrest of defendants Huang ○-yi, Su ○-wei (male, born 1994), Huang ○-ting (male, born 2000), Xiao ○-hao (male, born 2003), and Chen ○-hui (male, born 1995). Authorities seized over 1,574 kilograms of Ketamine (with a pure net weight of 64,668 grams) and related manufacturing equipment at a tin warehouse in Shuishang Township, Chiayi County. The investigation has concluded, and formal charges have been filed.

Case Details and Criminal Methods

  • Logistics: Defendant Huang ○-yi was responsible for scouting locations, transportation, and supplies. Starting September 2, 2023, he leased the land and constructed a large tin warehouse in 2024.

  • Manufacturing: Beginning in March 2025, Su ○-wei (the "master chemist") directed Huang ○-ting, Xiao ○-hao, and Chen ○-hui to transport Class 4 drug precursors, alcohol, hydrochloric acid, and equipment to the site.

  • Process: The defendants synthesized Ketamine by adding ethyl acetate and hydrochloric acid to precursors. Through heating, stirring, filtering, and crystallization, the semi-finished products were refined into Ketamine, which was then packaged into zip-lock bags for distribution.

  • Charges: All five defendants are charged with the Manufacture of Class 3 Narcotics under the Narcotics Hazard Prevention Act.


Joint Press Conference and Collaborative Success

Today (the 17th), Chief Prosecutor Tsai Tsung-shi, accompanied by Head Prosecutor Chiang Chih-jen and Prosecutor Chang Chien-chiang, attended a joint press conference at the CGA Central Sector Precinct in Qingshui District, Taichung.

The event featured representatives from the Chiayi, Miaoli, and Tainan District Prosecutors Offices, alongside the Coast Guard Administration. The conference highlighted the successful inter-agency cooperation between prosecutors, the coast guard, and police in intercepting container-shipped smuggled drugs and dismantling the aforementioned manufacturing factory.

Public Safety Warning from the Chief Prosecutor

Chief Prosecutor Tsai Tsung-shi warns that Ketamine is a Class 3 narcotic and a central nervous system depressant. Long-term use leads to:

  • Severe Bladder Damage: Reduced bladder capacity, frequent urination, and decreased urine volume.

  • Irreversible Sequelae: Fibrosis and thickening of the bladder wall, which may necessitate bladder reconstruction surgery.

The penalties for manufacturing Ketamine are severe. The CDPO remains committed to a drug prevention policy focused on "Reducing Demand" and "Suppressing Supply." We aim to achieve the goals of drug rejection, prevention, seizure, and rehabilitation to protect the physical and mental health of our citizens.
